EPC C by 2028 — is it really happening?

Every year there's a new rumour. Last I read the government paused, then re-committed. Anyone got a straight answer on the current timeline for existing tenancies to hit EPC C? I've got a Victorian terrace that's currently a D and quotes for external wall insulation are eye watering.
