Who holds keys and when a landlord may enter.

Overview
A landlord may keep a set of keys but cannot use them to enter without the tenant's permission except in a genuine emergency. Entry requires at least 24 hours' written notice at a reasonable time, and the tenant may refuse.
Legal requirements
- Entering without consent can amount to harassment under the Protection from Eviction Act 1977.
- The tenant is entitled to exclusive possession and quiet enjoyment.

- Log key issue and return in the inventory, and change locks between tenancies.
