Overview

The Renters' Rights Act 2025 requires private landlords in England to join a redress scheme so tenants can complain free of charge and receive binding remedies including apologies, works and compensation. Letting agents already have to belong to a redress scheme.

Legal requirements

  • Membership will be mandatory for landlords letting assured tenancies in England.
  • Non-membership can lead to civil penalties and restrict possession.

Practical guidance

  • Publish a two-stage complaints procedure with response times and keep a complaints log.
