Overview
Overcrowding is measured by the room standard and the space standard in the Housing Act 1985, and by HMO licence occupancy conditions. It is a hazard under HHSRS and can trigger enforcement, licence breach proceedings and rent repayment orders.

- Include the maximum permitted occupancy in the tenancy agreement and check it at inspections.
