Overview

There is no absolute legal duty to PAT test in England, but landlords must ensure that electrical appliances they supply are safe. Regular visual checks and periodic testing of portable appliances is the practical way to evidence that duty, and many HMO licences require it.

  • Appliances supplied must be safe under the Electrical Equipment (Safety) Regulations 2016.
  • Some HMO licence conditions make PAT testing mandatory.

Practical guidance

  • Record the test date and result on each appliance and keep the schedule with the compliance pack.
