Pets in rented homes

Tenants can request a pet and landlords cannot unreasonably refuse.

Overview

The Renters' Rights Act 2025 gives tenants the right to request permission to keep a pet, which the landlord must consider and cannot unreasonably refuse. Requests and decisions must be handled in writing and within the statutory timescale.

Legal requirements

  • A refusal must be reasonable and given within the prescribed period.
  • Landlords cannot require pet insurance as a condition, and pet deposits above the cap are prohibited.

Practical guidance

  • Reply in writing with clear reasons; a superior lease banning pets is a genuine reason to refuse.
