Overview

Selective licensing lets a council require every privately rented property in a designated area to hold a licence, regardless of whether it is an HMO. It is used where there are problems such as poor housing conditions, antisocial behaviour or high migration. Landlords must apply, pay a fee and meet licence conditions, or face a fine of up to £30,000 per property.
